The Offspring is actually satirizing the image of the "wigger"; that is, a white guy who will mimic the stereotypes of a black guy "in the hood" in order to seem cool, or, in this case, fly, when he doesn't actually know what the hell he's doing or imitating. The black equivalent of a song like this would most likely be something centered around making fun of a black person imitating image the white stereotype (and there have been songs made about this by black artists). This isn't talking about white people in general. It's making fun of the entire wannabe hoodlum subculture that's emerged, and it's also referring to white people who try to imitate black culture in general without knowing dick squat about anything behind what they want to look like, and as a result making themselves look like complete idiotic pricks. Hence why the homies in question would "kick his lily ass".
