Background to story: The Carribbean island of Grenada has had a revolutionary
socialist government since March 1979, when the discredited regime of Sir Eric
Gairy was overthrown in a coup. The young and charismatic Prime Minister,
Maurice Bishop, is pursuing a broad socialist programme to improve education,
health, housing, and the economy. Most foreign aid comes from Cuba. The United
States and Britain have cut off their aid, on the grounds that there have been no
elections since the coup, and political opponents have been imprisoned without
trial. Prime Minister Bishop says he remains committed to elections, but they are
not a priority. He also wants a new constitution to be drawn up.
