Could you explain to me what it means (on a little girl's smocking sundress instructions) for step 11 - Cut a front and back stay 3" deep by 1/2" longer than yoke (stay) measurement. Turn under 1/4" and press on all sides. Hand whip onto wrong side of smocking on front and back to keep smocking from stretching out of shape.
