It's a leverage issue. The rating for the tractors is usually at the pins for the bucket. Every inch further out from that point will lower your capacity. Part of your load is 3-4 feet forward so that's a tremendous amount of leverage. I have a 2014 1025R and have no problem lifting my backhoe on a pallet. Maybe you have center of gravity too far forward. I also use 36” forks. Keeps CG closer to tractor.
If there is a problem it is this: either you communicated your needs to your dealer, and they didn't recommend the right size product, or you did not effectively communicate your needs, and there would be no way the dealer could know your expectations. EVERY manufacture's loader lift spec is at the pivot pins. The only company I'm aware of that lists an additional spec is Kubota, who also shows the diminished lift capacity 500mm forward of the pins on some of their products. How much money you spent has no bearing on what the product should be able to do. You could have spent 60,000 on a 3R with a cab, and if you expected it to lift a whole pallet of block you would be disappointed. I know you are aware the lift spec is at the pins (I've seen other comments you've replied to). The fact that you are publically shaming this product to an un-meetable expectation that you created is unfortunate. You can be upset that your dealer didn't place you with the right machine, or that you yourself didn't choose the right size product, but to blame the machine is illogical and incorrect. Having said that, it certainly does suck to have paid all that money only to find out that it doesn't meet all of your needs. I'm sorry you are in this situation!
Buy your self a gauge do some homework and turn the pressure up a bit that’s what I did and it’s almost to strong for its size. That being said I’m not going to exactly tell you how to there’s a lot of videos that go into great detail on here and I don’t what to word something wrong and you have a failure from it. But lots of good videos how to do it on here
Tom Gregory well it’s extremely cold here and I don’t want the tractor being towed on the trailer with all the salts and I don’t have a finished garage to work on it so another month and I’ll bring to dealer to get them to check the pressure and if they don’t do anything I’ll adjust it max 50psi. I just want to be able to lift my attachments that’s all

Which forks are those? Also I wonder if you could eliminate some of that structure and still keep it rigid enough.
A factor may be how cold it is and and so the hydraulic fluid is colder and moves slower

Must have gotten a lemon or something. I have a 2017 1025r and have no problem lifting at all. Love mine
alot of guys on the greentractortalk recommended having the dealer raise pressure or check it. If they dont i will raise it to 2050psi.
If you raise your loader arms up and tilt your forks down then curl your forks back it should lift it with the curl
I tried to tilt the forks down and up no work ! Usually there is more tilt force then lift but it could not tilt this load !

I have the same model and it’s not more then a toy it has no power at all I’m very disappointed from it.
