Unfortunately, real advancements in nuclear will have to be from outside America, the NRC is too much of a barrier here.
The NRC is motivated by only 2 things.
1. Safety above all other considerations and the safest reactor is the one that never gets built. That's why they drive the cost up so high, so that no one builds them.
2. Fees, 90% of their budget comes from industry fees, so there is no incentive to streamline anything. The more expensive they can make the processes, the better.
I just toured ACU's NEXT Lab MSRR facility... this was before it gets locked down (by ACU) to meet NRC's security needs. It feels like they successfully "hacked" NRC, IMHO. Is only 1GW thermal. But still... they can push chemistry forward. They expect to be supplied with HALEU and FLiBe. Not saying you're wrong. I just see cause for optimism. Both parties in USA want NRC to license new reactors.
