i gotta admit I'm disappointed in Neo's buffs. I expected 4500%+ since i've seen other k45's with 4300% and higher
He is on a young server and definitely still has a few all star dragons to increase his buff

He's already there. Base buffs when upright attacking are lower always are. His rally buffs are over that by a huge margin.
Let me correct you, what you are seeing are solo attacks, not rally attacks, if he rallies those buffs will be more than 4400 on ranged
