They put the past behind them. Vietnam made up with the US and restarted relations after the 1979 attack on them by China. And America benefited in that now they had more connections inside the Communist bloc (able to communicate with more leaders, etc.), and also a country that could help block Chinese aggression. Plus, Vietnam has a young population, many of whom don't remember the war. North Korea though has NEVER made up with the US, and probably never will.
