The old guy sold permits, and then when gold or diamonds were found, he'd have his soldiers go get it all, and extract the location from the finder. That way Marcos didn't actually have to look for any of it. Naturally the soldiers weren't the most honest guys in the country, and so they stole lots and buried it, then gave Marcos the rest.
