I know the answer's a year late, but anyway. I use liquid starch. Some people dilute it to instructions, but the results dissipate fairly quickly imo. I use it as it is and the ornaments hold shape for years. This specific ornament needs to be pinned after starching. It needs to be something with an even and firm surface. I use sofa cushions for smaller stuff and our mattress for tablecloths :) If the ornament doesn't need washing, just rinse it in water, squeeze any excess out, put it in a container with starch, leave for a moment. Cover the stretching base with a clean absorbent cloth (thick or your base is going get starched too). Take the ornament and start pinning it out, section by section, so it's nice and even (this can even compensate for small unevenness in stitches). The level of stretch you apply is totally up to you. Some ornaments look good stretched out tight, some really just need pinning to hold shape after they dry. This one looks pretty straightforward to pin, the only exceptions are the peaks on the side. Just test what works for you with one. You could also iron it after starching but that's a bit more accident prone because you still need to pull on the ornament as you shape it and it's best done through a cloth so you don't cause any heat damage to the ornament. I prefer to iron only ornaments that don't lend themselves well to pinning, like hearts. Some people also use sugar water instead of starch but the ornaments get dirty really quickly, dust just sticks to them.
