Syrian Government Forces have allowed an aid convoy in Homs after re-capturing it. Homs locals report rebels are still in the area and are still killing.
Eye witness account of atrocities committed while the "Rebels" were in control of Homs
"Local media reports that in the tunnels under Homs were command & control centers packed with electronics, weapons, & explosives."
"Local media reports hundred of bodies were found with signs of torture."

There's growing recognition that the Rebels are guilty of as much brutality as the Syrian Government is accused of.
It was the 'Free Syrian Army' that stopped ambulances from evacuating the injured citizens and foreign journalists from Homs, not the Syrian Government.
