@@JourneyWithRetail_Investor because you don't need technical knowledge that much in Railway Personnel Services. It's basically a non technical post. Yes for Railway Accounts Services you should have commarse knowledge and for Railway Traffic Services also may require technical knowledge, but never for Railway Personnel Services. It's almost the same as technical knowledge required for IAS.

Open exam for civil services was introduced in charter act of 1833 which was not enforced
It was finally enforced or started under the last charter/regulating act 1853
