If the first car with the mods have weapons(on the hood) and has bulletproof windows will those merge? trying to get the bulletproof windows on to the evx and machine guns on the hood

In order to do that bro just go into the heist in your apartment & complete one of the setup missions then make sure it saves & load into a new session & wait 20 min for the green alert to pop up & do the exact same thing for the blue notification to pop up but instead of going into the apartment go to your facility & do one setup mission from that heist & then you should be able to get both notifications 🔥💨
