(You are using windows10 Pro) that's why it doesnt work for some people, here in China microsoft manufacturers a special edition of Windows for Chinese Mainland called Windows 10 Home China. You would need to upgrade to Windows 10 Pro to add languages. Please note that despite adding a language pack, some things may still show as Chinese. In that case, you need to reinstall Windows.

When browsing in the Language section of the settings window, and I press the '+' button to Add a language, none of the languages in my list have the display icon. While they have the 'Text-to-speech', 'Speech recognition', 'Handwriting', none of them have 'Display language' :(

I managed to change the Language into English but not everything some app on windows are still Chinese and when I go to browser some page are in Chinese as well. I found out the problem that my windows installed is Chinese version so how could I change that

Go to Setting>Time & Language>Administrative Language Setting>Dialog box Select "Administrative" Tab>Click on Copy Setting>in Next dialog box "Check" Both option "Welcome & New User Language">Apply>OK. Just restart Your system Its Updated.
If your desired language is not already is download list then your Laptop/computer must be connected with Internet to Download your required Language Pack online.

Go to Windows settings and Allows to Auto Update. You will also get this option no need to reinstall.

Simply press the windows button and click on settings instead of typing into the search bar.
Some windows didn't have setting option directly so that peoples are unable to find setting. This is the only option they can find setting.
