I can't tell you specifically how the trail area is managed, I know that behind it there is a great organization that I haven't seen anywhere else that doesn't have lifts. I don't think they are volunteers but people paid to create and maintain the infinite number of trails, just like in mountain bike parks. Finale Ligure has created a real business centered around biking and the thing that surprised me is that even many of the local business (such as bars, restaurants, hotels, etc.) that are not strictly related to mountain biking contribute financially to maintaining this, because thanks to this they also make money.
