I thought I answered why in this video, or at least one of my videos. Its been a while, so I don't exactly remember lol. Either way I'm happy to answer now. I primarily did this because after being a Star Trek fan my entire life, I've concluded that there is no way that Starfleets officers are restricted to just 11 ranks. The organization is massive, with likely a membership count ranging in the six figures, if not then in the millions. It also has to cover an enormous amount of territory. The Federation spans across 8000 lightyears, with Starfleet operating even outside those boundaries. The need for a large and diverse command structure becomes pretty apparent when your organization is that big. There should be different ranks of captains several ranks of admirals and even ranks above admirals, I.e. the Senior Admiral's. Basically, the idea that I had in mind is that captains would be responsible for not just commanding single vessels and star bases, but they would be responsible for commanding small fleets. Admirals would be responsible for commanding large fleets, sectors, sector blocks, and groups of sector blocks. Senior admirals would be the officers in charge of the entire Starfleet organization. They are the top administrators and in charge of deciding Starfleet rules, regulations, and doctrine. The buck stops with them essentially. I hope this answered your question. I’m not sure about your use of Vice and Senior Fleet Captain and changing the 5 gold pips away from being the Fleet Captain. Fleet Captain is also an honorary title. Terms like “Grand Admiral” doesn’t really feel like Starfleet to me. Its too grandiose. I think something like Master Admiral or Chief Admiral would be a better fit. Though personally I would look at historical naval ranks for Admirals. Such as Divisional Admiral, Counter Admiral, Port Admiral, Admiral-Superintendent, Lieutenant Admiral and General Admiral. Grand Admiral is a historical rank too. But like I said, I feel it sounds wrong from Starfleet. Too pompous. Btw. the term "senior Admiral" neither refers to a specific rank, nor the age of the Admiral. It refers to the division between the upper half and the lower half of officer ranks. Even regular officers are divided into junior and senior officers. Lieutenant Commander and up are senior officers, Lieutenant and below are junior officers. Not sure where the live between junior and senior is for admirals though. But in Star Treks case, I believe they messed up since Jameson was the lowest rank of admiral. But that is how junior and senior officers are divided irl.

I plan to make another one of these videos showing my alterations if only because this one got such a positive reaction. Further, I base the ranks I made up on the logistics of Starfleet, which is an interstellar organization spread across 8,000 lightyears. Seems logical to me that an organization that large would have additional administrative ranks outside of the ranks we're used to in reality. Also the appearance of "Deputy Director Sloan" from "Starfleet Internal Affairs" (though he's really from Section 31) whom has 4 gold pips with a gold underline as his insignia would imply that agencies within Starfleet can have their own organisational structure. By using federal agencies like the FBI and CIA as a basis, you can extrapolate the positions of "Chief of Staff, Executive Assistant Director, Associate Deputy Director, Deputy Director and Director" (In that order) and the various departments and ranks of agent underneath them. So personally I would look towards adding more agencies, departments and divisions within Starfleet and making positions like Administrator of Starfleet as the head of Starfleet Administration and Secretary of Starfleet for some other department, each with their own deputy, assistant deputy and so on. After all, Starfleet is always insisting that it isn't a military force. So it stands to reason that departments outside of exploration and defence that would have no potential combat roles, wouldn't use a military organisational structure. Plus there is still the United Federation of Planets that Starfleet is a part of and answers too (it’s easy to think of the Federation AS Starfleet, but that’s like thinking of a Navy as a Government rather than as a branch under that Government). And the Federation consists of multiple Governments from various planets that have their own agencies and departments outside of Starfleet.

I first got the idea from the TNG Season 1 Episode "Conspiracy" when Riker referred to Admiral Quinn as a "Senior Admiral." I originally thought Riker's use of the word "Senior" meant simply that Quinn was old, but then I realized that "Senior Admiral" could also be a rank, so I just went with that idea from there. As for the rank itself; the general idea I had come up with is that a Senior Admiral is an Admiral who administrates the organization of Starfleet as a whole. I found the concept of a Fleet Admiral as the head of Starfleet to be rather small in scope as Starfleet is a massive organization spanning the entire Federation and Beyond. To me, it doesn't make sense to have a Fleet Admiral commanding a fleet or sector while another Fleet Admiral is the boss of all of Starfleet. The administrative needs for such a large organization would require the inception of higher ranks, which is not something new. The US Military uses their 5 star Fleet Admiral/General of the Army ranks only in time's of total war, which was last used during WW2. General Eisenhower and Admiral Nimitz both held 5 stars. And Napoleon used the rank of Marshal in his military, which outranked that of a General. The concept of the Senior Admirals is similar to what I described above.
