To be fair, Cthulhu is beyond good or evil. That's literally how the great old ones are. Yes I know that Cthulhu is seen as just a priest for the great old ones. As Lovecraft himself wrote: “The time would be easy to know, for then mankind would have become as the Great Old Ones; free and wild and beyond good and evil, with laws and morals thrown aside and all men shouting and killing and revelling in joy. Then the liberated Old Ones would teach them new ways to shout and kill and revel and enjoy themselves, and all the earth would flame with a holocaust of ecstasy and freedom.”
I heard they were going to try and animate him like a regular character but couldn't get it too look right so they just went with his real face, which in reality made it even funnier
Randy Marsh should’ve been in the top 5. Others may be more obviously evil, but Randy’s selfishness and inability to admit when he’s wrong/quit while he’s ahead has gotten himself and those around him into trouble almost as many times as Cartman has.

Early season Stewie definitely Stewie these days is actually one of the more nicer/less evil characters compared to most of his family and the other cast
Though I think Mickey is my top villain due to his recurring appearances, how you can list Zuckerberg and not Bezos is beyond me...but then I may be a bit bias, because his old school, telepathic, Star Trekkie portrayal had me dyin' laughing the first time I saw it and still does in reruns.

Trent Boyett always triggers my PTSD that I got from an old Enemy from my High School that got arrested for Meth and now he's out of Prison which made me need to train harder at the Gym and at Karate to kick his Ass if he comes near me
Trent Boyett isn’t a villain in my opinion. The core 4 did him wrong and he didn’t get to meet Mr. Hankey, Climb the Ladder to Heaven, Watch Kenny die and come back to life, etc. I hope he comes back soon.
All of them are my favorite South Park villains and here are some honorable mentions: professor chaos ( text: a diabolical evil scientist who plans to destroy the world after being rejected by the people of South Park) General disarray ( text: the menacing right hand man of professor chaos) Satan ( text: the devil who is not only the Lord of hell but a true enemy to God and his angels).
You forgot about Professor Chaos and reality. You just know that Professor Chaos is worse did you think. And reality he only appear just one episode but he almost made butters commit suicide By making burgers jump out the window he could have died I feel extremely Bad For Butter And I blame PC principal now because Butter was severely injured.
The satanic creatures are also a HUGE pain in the ass (at least in top difficulty I played) in the games too. They are THE hardest fight but, correct me if Im wrong, it was optional.
Favorite villain in South Park, Cartman. Not only from this show, but also favorite cartoon villain in general because he’s funny, iconic, and surprisingly makes better schemes than what he does in school.

Carman is far and away the biggest villain in all of the South Park Universe (SPU.) Just one if the things he did was more evil than anything anyone in the "SPU" ever did. Not only did he straitup murder Scott Tenorman? Tenamen?... Scott's parents. He choped them up and made a stew, and had Scott eat them. Though this is so very evil, it's not even the worst thing he did. Imo, the worst thing he did was infect Stan with HIV/AIDS. That is on a whole other level of evil. More evil than anyone in the whole of the SPU could ever aspire to be on their worst day, and that includes Satan. So there you have it MOJO. Eric Carman is the most evil person in the SPU hands down.
