Italy was the dominant league in the 80s and early 90s until the premier league money came in. Things change.
Yes, AC-Milan with Van Basten, Gullit, Rijkaard and other great players with Arigo Sachi as coach was unstoppable and won back to back previous to what is called Champions league today.
But Saudis don't have that history and they won't be competing in the the CL so the interest in their football simply won't be there

Klinsmann might be right about the jealousy/arrogance factor of the european(England in particular) countries regarding the growth of football culture in the middle east. Despite the untruthful criticisms from English and European media, the Qatar World Cup was the best world cup in recent memory. Quality games, dramatic games throughout the tournament, amazing infrastructure inside and out of the stadiums, etc. And, now, Saudi Arabia are attempting to create a huge football culture in their country by bringing in world class players for a potential world cup hosting(I think they should since Qatar did such a good job), and the English media pundits are whining.
One of the worst world cups of all time...no real fans could get there and the ones that could weren't even allowed beer.....you don't understand football culture at all. But I'm happy the Saudi league is growing hopefully it will take away plastic fans and tourists that real EUROPEAN football fans despise

Well the level of competition is about 45 leagues lower and it's like taking a drop of 7 divisions.
