It is, but the safety system aspect won't work anymore. The lead is needed as a contra weight. Dumping the lead is 95% a marketing trick and bad for the envirement. No need for dumping unless there is a TON of weed.

You don't, if you lose the lead the shocker and safety system doesn't work anymore.
