Piccolo was keeping up somewhat with the Cell Jrs in a brief fight (being in better shape after the fight than fatigued Goku). The Cell Jrs themselves are weaker than Cell, being closer in power to Trunks and Vegeta, but aren't _too_ far off. It seems like a power difference of 2x max, since Vegeta _was_ able to damage Cell with a heavily charged Final Flash. I'd put Piccolo at worst at 50% of a Cell Jr's power, so 4x weaker than Cell. Piccolo's Power Awakened form boosts him from around his ToP level (scaling a bit below ToP Ultimate Gohan in the anime continuity, who was able to contend with SSJB Goku before the tournament as well as Toppo, another SSJB level fighter) to contending with Gamma 2, who at the very least scales to end of ToP SSJB Goku. In the anime, Goku powers up during the ToP enough times to surpass the showings of previous fights involving SSJBKKx20 and even UI sign with only his base SSJB a couple of times. At the _very lowest_ measurements, this means Power Awakened is at least a 20x multiplier (assuming the power gap between Power Awakened Piccolo and Gamma 2 and the power gap between SSJBKKx20 and UI sign somehow exactly equal out). So if he was able to go Power Awakened during the Cell Games, he would walk in with at least a 5x power advantage and tear Cell apart as if he were a normal bug. And this is using _very basic_ scaling that ignores many, many feats that could be used to jack up the numbers even more. And it is also ignoring the manga continuity, which could potentially make the disparity between base Piccolo and Power Awakened Piccolo much worse.
The problem with scaling power awakening is that it's potential based, so Piccolo in the Cell Games would have a lower multiplier than it would in DBS, that's not to say Piccolo wouldn't beat Cell though.
