To be more specific, Ollie King was co-developed by two companies: Smilebit (PANZER DRAGOON series, JET SET RADiO series, etc.) AMUSEMENT VISION (Virtua Striker series, MONKEY BALL series, etc.) From the credits that appear at the end of the video, it seems it's primarily a Smilebit production, as a majority of the developers also appear on JETSETRADIOFUTURE and PANZER DRAGOON ORTA. There's also quite a few that worked on SEGA RALLY 2, surprisingly enough. EDIT: Although, from what I'm reading elsewhere in the comments, seems that a lot of Smilebit's non-Sports developers migrated to AMUSEMENT VISION, so perhaps it's just an AMUSEMENT VISION product? Would make sense, as there's no mention of Smilebit in the credits.

Easier said than done. Pretty sure you have to make a custom cable to even plug the thing into a normal TV in the first place.
