That is a no for me to put and age limit. Some people have more than one child and why should people be stressing up parents what to do with their other children. I will rather stay at home if all of my children are not invited bcus if I invite a parent as well I expect her to be present with all he kids unless she decides otherwise.

When planning a one year old party, gifts and item you get for them would be in that age range and the birthday theme would be in that range too, so probably for budget and to avoid the stress of planning to accomodate all age groups, the. They choose that to ensure the child and the parents enjoyed what they planned. My thoughts.
