Why not just tell soldiers to go to the gym in general. The deadlift requires progressive overload with steadily increasing weight. If I did 1000 air Squats that wouldn't really increase the deadlift all it would do is increase my muscular endurance which is important but it won't be able to increase your lift. Especially if you're wanting to eventually max the movement.
