In the "old days" when women stayed at home, Suzy Homemaker would often have a set of airtight containers on her counter, containing flour, sugar, etc. My mother has a Tupperware set if I am not mistaken, that's got to be from the 1970s. While I don't have anything vintage like that, about 20 years ago I picked up a set of airtight containers at a dollar store, and have been storing those items in them since. The flour will last past its expiration date in the container; contrary to popular belief, items don't immediately spoil on the expiration date. Whatever bugs you had attack the dry goods. Keeping them sealed is the best way to prevent them from getting in; they sell glass jars as well that you can store pasta and other dry goods like cereal in. The Ziploc bags are a good start and should help against any stray bugs. For longer term storage, vacuum sealing is an excellent option.
Even if a bag of flour, sugar, corn starch, etc is unopened and new, I still place it in a tightly sealed airtight container. The only bugs I get in my place are from my plants on the windowsill.
I have been having a fly freakshow in the bathroom in my basement. Thoes little black flies are annoying. There is always like 2 or 3 of them in my bathroom every day
I believe that there is a bug called a flour bug that is very common. Get a close look at one of them and let google be your guide... see if you can make a match. At least this way you will know what you have.
The solidified flour is probably due to the bug droppings. I am currently watching this video so you may have already done something like I am suggesting but I think you should make up a bleach solution (1 tablespoon bleach to a gallon of water) and wipe the cabinet and the contents down.

I saw ants in kitchen and bathroom and closet bedrooms and they are crawling when I tried to stop them
