His poor athletic testing does not match his explosiveness on tape. Wonder if he was sick or hurt when he tested, or if he's just such a decisive runner that he maximizes his ability.
Devin Singletary was much the same as Emani Bailey when he was a prospect. Singletary was a short but stout and elusive RB prospect who had a great ability to force missed tackles. However Singletary's athletic testing was really poor and did not match his ability to make defenders miss on tape. Sometimes certain running styles and strides of a running back just don't translate to the usual athletic drills of finishing them faster. However when involving defensive players, that running style and contact balance can do much better for you than pure top speed, since if you go down at first contact then you can't take advantage of your speed.
