For the RSA citizens involved in informal mining DMRE has been talking for the past decade about the need to formalise & regulate artisanal mining (recall there are 6 000 abandoned/unrehabilitated mines in RSA in contravention by the mining companies of mine rehabilitation legislation, plus the post-1994 ANC policy of open land borders "because those countries supported us/gave us succor in exile"). So the Stilfontein tragedy rests squarely on the shoulders of the inept & incompetent RSA government...I'm Namibian BTW!!
