Thank you so muchh, you helped me realize that I'm supposed to plug the probe to the plugs with "CX" (Mine is between COM and the 200mA), before I watched this video, plugged it on COM and the Voltage Ohm plug. Thank you so muchh.

Can you test the capacitors while they are still soldered on a board if its not a powered up board say Like you remove a tv board from a tv and just have it on a table no charge through it in anyway can you just test touching the 2 solder points?
On a 4700uF capacitor my Capacitance meter measures only 16uF, on a 6800uF it measures around 9uF. These capacitors are bad??
(Other capacitors are measured correctly)
Thank you for asking. Please check the user's manual for the device. Check the range of capacitance the meter can measure. That would be my best suggestion.

You need a capacitance meter for that type of capacitors
7:36 you CAN have negative capacitance! ...what he meant to say was "negative resistance" ...don't believe me..go hook up VCC + Source to the "-" of an electrolytic cap and hook up the other leg of the capacitor to ground...make sure to hold it close to your face without safety glasses on so you can clearly see what happens when you apply power to that configuration! XDDD
....if you seriously did that...you are working very hard for your Darwin Award...I'm sure he's proud you're proving his hypothesis correct.
What if a ceramic capacitor is burnt?
How about one where the capacitor says 3300uf but your meter only goes to 2000uf?
You have to do the tongue test. You charge the capacitor and then apply the capacitor to your tongue. A really really big spark and a lot of pain means you are close to the 3300 uf range.

its capacitive reactance meter , its good to know , Cuz capacitive reactanse is not Capacitence . Its a property of capacitor taht can be faulty. Tahts why DMMs have a label " not suitable for leaky caps" So you first need to check is it a good cap. Start with understanding that DMMs cant measure capacitance , they measure capacitive reactance only and calculate capacitance
