(this is my personal opinion and I am ot4 stan) I think that Lisa could wait because Jennie had only one official solo song in 2018, then she had "you and me" but it was not promoted at all, only sang it at the born pink concerts, and maaany months later finally released performance video and now she is so vocal about her new music and finally she can do it, while Lisa had "recently" two solo songs and now jumped with the new one. If I was Lisa, I would wait (out of respect?) until Jennie releases her music first and after that, release the "rockstar". no hate towards any of my girls.

As Rosè and lisa both had their solo one after other both had very less time to promote it cause people where waiting for jisoo’s solo and jennie comeback too
So as they were in same agency even when they had their solo career they had to think about others cause even individually they have immense fandom support company can’t go on promoting every artist individually especially when they’re from same band
