Correction: Toga calls Twice "Jin." She doesn't call him by his Villain name. So when she says "Jin," she means Twice.
Toga's upset because, even though she can replicate using his Quirk, this episode showed in the end cap that her Quirk replication doesn't extend to her using Jin/Twice's Quirk to replicate the Quirks of the League of Villains.
She's wondering if her "love" isn't enough.

The last bit regarding Toga, her love for Twice allows her to use his Double quirk, but she can’t use the full extent of Sad Man’s Parade by having the clones replicate the League’s abilities so she asks why can’t she fully be like how Jin/Twice
So yeah it’s not the worst case scenario for the heroes right now

Not a spoiler but it is not that Toga want to turn to Twice human form but rather using Twice quick 100%. Twice copy can use the quirk of the person he copy, Toga can't. Hence it is not the worst scenario.
