One thing you can do when your eyeliner is hard like that is really sharpen the tip then put a lighter over the tip for a few seconds, then blow on it to cool it a little and it usually will glide on a lot more easily. Another trick is to take a cork from a wine bottle and burn it's edges with a lighter then blow on it to cool it and use it to do your black contour. It's carbon, one of the oldest forms of makeup and it smokes out really well.
