when the direct speech comes first in a sentence, and an exclamation/ question mark is used, do you capitalise the dialogue tags that come after? It's just that (at roughly 3:09 ), I saw that they didn't have capital letters, but in other cases I've seen, in my own experience, they do.

I'm a little confused by what you mean. At 3:09 the sentence is: "Are the shops closed?" asked Mr Willis.
The only capitals needed here are at the beginning of the sentence (Are) and the proper noun (Mr Willis).

Dialogue tags in those cases are not in capital letters even though they come after a question mark or an exclamation mark. It's like one sentence. The same happens following a comma inside the quotation marks.
She said, "We need more bread."
But if you start with a direct speech: "We need more bread," she said.
Or another variant: "We need more bread!" she said. But: "We need more bread!" Anna said.
Or: "Do we need more bread?" she asked. But: "Do we need more bread?" Anna asked.
Or: She said, "Do we need more bread?"
Or: She said, "We need more bread!"
It's confusing, I know! And some people have different opinions about when to use "said" and when to use "asked".

This is fantastic! I already know all this, but you explain so well that I had to subscribe. I wanted to double-check that I don't need quotation marks inside speech bubbles and the previous video from an elementary school teacher I watched was incorrect. The teacher was not adding commas and the comments section is disabled so the poor learners learn bad grammar.
