I don't care much that Dan Heng IL isn't a top damager... he's my fav character so I'm going to get his e2 on this banner. I have him e0s1 right now, so hopefully I don't have to spend too much!
The only thing I might advise against is just grabbing e0s0 DHIL. On the flipside, if you love the character, he is the hypercarry archetype to a T and he gives you exactly what you put back into him. Half-ass investment, equally half-ass performance. A well-invested e2s1 DHIL will stomp any and all content in the game for years to come, the game is not balanced around eidolons and his e2 is equivalent to many e6 5stars that the game will *never* outpace.

If you care about 0 cycles, meta bs ect. then for sure not (e0). If you have E2 he is still great. If you don't care about 0 cycles but you just want to clear content then e0 is still very good (with Sparkle).
i love dhil, have him e0s1 and sparkle, have no problem clearing endgame and will pull for supports that upgrade him, but nobody should pull for e0 dhil right now, it will take you half a year to build and get his teams fully fledged out and by that time difficulty will rise, you will need even better relics, supports, you will be in a constant race against time and u'll grow to hate him and drop him eventually, just go for the newest shiniest dps, i would say new accounts should save for sunday and tingyun and should be fine with 4star dps, in 3.X , we will have a fuck ton of broken dps's In my opinion.

being just 1 eidolon away from his powerspike makes it a bit more palatable, but even at E2 nowadays it's hard to make a case for him being immune to powercreep. Even Acheron for that matter. We always underestimate the speed of powercreep in HSR lol. If you don't have many options for DPS it could still be worth it tho.

Depending on your budget it could also be wise to save for future units who might be equal to them at E0, at least if you're decently happy with your account already.
DHIL (especially E2) with Propagation is god-like in Simulated Universe. He's still my go-to when I run it. When world 9 released, I cleared it easily with him and destroyed the end boss without anyone else, including the boss, getting a turn. I also still use him against anything imaginary weak in MoC or Apoc Shadow and have no issues. I use Genius 4-piece on him.
Despite me not owning DHIL I can safely say that if you don't have Sparkle than don't pull but if you have E1 regardless, then go E2 because I have seen alot of showcases where E2 DHIL can 0 or 1 cycle current MoC so yea. Besides we don't know how Sunday will turn out, he actually might be great for DHIL because logically if DHIL is Imaginary and Sunday is Imaginary Harmony so I can't seem to think it's a coincidence

i would say if you really really really like him, them his lightcone is just a fine upgrade which alleviates energy issues i suggest you save for sunday, he will be a big upgrade for dhil, if you have sparkle, then double limited harmony team will go bonkers.
