A five-judge Constitution Bench of the Supreme Court is hearing a dispute between the Delhi government and the Centre over the control of services. Almost five years ago, another Constitution Bench had ruled in favour of the Aam Aadmi Party-led state government in a similar tussle.

----->The Constitution (Sixty-ninth Amendment) Act 1991 was an amendment to the Indian Constitution that dealt with the status of the National Capital Territory of Delhi (NCT of Delhi). Prior to this amendment, Delhi was considered a Union Territory, with a centrally appointed Administrator who had executive powers.
This amendment changed the status of Delhi and conferred special status to that of a National Capital Territory, with a Legislative Assembly and a Council of Ministers, similar to that of a state. The amendment also provided for the reservation of seats in the Legislative Assembly for Scheduled Castes and Scheduled Tribes, as well as the creation of a Metropolitan Council.
The amendment also provided for the appointment of a Lieutenant Governor as the Administrator of the NCT of Delhi, who would act on the aid and advice of the Council of Ministers. This amendment granted more autonomy and powers to the people of Delhi, and brought it on par with other states in terms of governance and representation.
