Good Question! I think of bars 5-8 of the B section as a II-V-I back to Ebmaj and the start of the 2nd A section. If bar 5 was F-7 and bar 6 Bb7, we'd have to sit on the V chord for 3 bars which would become stagnant, so instead we have a quick recadence back to F-7. So F-7, then recadence (C7), back to F-7 and now we can have our II-V-I back to Ebmaj, where Bb7 is the V chord. Hope that helps!
