If you are a US citizen you can get into Albania VISA FREE for 12 months. Before 12 months is up you will need to apply for long stay VISA or leave for 90 days and then you can come back for another 12 months ( US citizens ). The main problem with retiring there is obtaining healthcare and an adequate support network.
