Start with the diverted water at the continental divide. Routing the head waters of the Colorado river to flow across the divide to the east. And people wonder why lake mead is drying up. And the west is so dry.
Sounds like you've made an excellent case for upping timber production. Maybe small independent contracts? Perhaps you folks should get out of timber production and salvage logging, since historically you do so at a loss of tax payer monies, and get into milling the timber small folk bring in.
Not enough mills to do it ):, so ur right that logging and is good and that they should open mills, but still loggers either clear cut or go for the large trees which is bad for forest health and doesn’t rly prevent devastating fires. IMO it’d best would be to promote logging with the objective for fuels mitigation (ie small -med trees that are ladder fuels). even still where will that money come from…
