In this case no it wouldn't because when you use a path offset, you do not have any anchor points on the path. Therefore, there's nothing for the "snap to point" to snap to. Alternatively, you could add a stroke instead of an offset path, then expand the object and use the shape builder tool to remove the middle section. Snap to point will then work.
You might want to try and either group/ungroup the strings (right click). Or make sure that the back bit is actually in the back (Ctrl + Shift + U) (ergo the box must be on top) (Ctrl + Shift + Q).
snap to points would help line up faster when you ctrl y for outlines.
