i guess it could be something like you repeat rows 2-5 and that's how she got 9 rows in the end?

The 8 dc (2dc chain - 4 times) is only on the corners. The 3 dc chain 1, 3dc is for the rest.

It's a small Medium - you can easy make it larger by adding more rows after row 9
