frankly Rio aint even that strong ... but she will be superstrong because of absolutelly peak synergy with Kisaki ... Seia entire set is amazing, she doesnt take important special slots and has enough staying power to be in any raid. Rio basic is meh, her atk buff sub is meh aswell ... It is all in OP EX. While Seia set is whole OP . As you mentioned Seia doesnt have major weakness of UI which is stupid small atk buff which was overwritting Hare/Himari buffs ... insanely problematic situation. On top of Seia having elastic armor and shield ... so she wont die in situation where UI would get owned. Also Seia is hottest Kivotos girl so there is that - first time non FES unit is higher on priority than FES one for me ^_^.
