It would depend upon where you are working, but if you work in downtown Raleigh or the Research Triangle Park, yes, there are Cary neighborhoods that will be within 15-30 minutes. There will not be any gated communities under $200k, and you will be very hard pressed to find any homes for $200k in Cary. There are certainly homes for $200k around the greater Raleigh area, but Cary is the most expensive suburb of Raleigh.

We would like to be walking distance away to central places such as coffee shops, main streets, shopping, mainly walking away to attraction. Considering these facts, what would be your suggestion?

Overall, there are very few areas in Cary and many other Raleigh suburbs that are truly walkable, but there are plenty of neighborhoods in Cary that have major shoppings centers that you can quickly ride a bike to, or are less than a 2 minute drive away (Prestonwood is a great example of this). Amberly is a master planned community that has some shops and great amenities that you could walk to in the neighborhood, and there may be some opportunities for you near Downtown Cary as well. Would love to speak with you but regardless, I truly wish you the best in finding the best place for you and know you'll love Cary!

Yes all of these neighborhoods are HOAs. Just about everything in Cary will be HOAs with exception of some very old neighborhoods in the center of Cary.

My house in Prestonwood is worth about 740k and is really nice and I lived here in this neighborhood since august of 2000.
