Data was the replacement for Xon* (the Spock replacement in Star Trek Phase 2 - when Nimoy wasn't interested in doing Spock again for television - only when it transformed into TMP did he agree to reprise the roll). Xon was a full Vulcan who was fascinated by human emotions and wished he had them. ALL of the TNG characters were initially based on Phase 2/TMP characters. Kirk/Picard, Dr. Chapel/Dr. Crusher, Decker/Riker, Ilia/Troi, Xon/Data, Uhura/Tasha, Sulu/LaForge, Chekov/Wesley, Scotty/the rotating guest cast of Chief Engineers, and Spock/Worf (in the sense of needing an alien in the crew) - which leaves McCoy - a case could be made for Dr. Crusher or Dr, Polaski. And DeForest Kelley did appear in the TNG pilot as the Admiral (who was obviously, but not credited as, McCoy because Roddenberry didn't want a direct connection to TOS (which changed by season 3) * Xon's actor, David Gautreaux, did appear in TMP as the commander of the base that gets destroyed early in the film.
