    The MP is 100% CORRECT. Watu waache emotions. Its is not a tribal thing. What he is saying basically is that some North Eastern MPs have been paying for pilot classes and international schools to students in their constituencies since the population is very low some even less than 5,000 residents while Central Kenya and Western and Rift Valley MPs represent over 100,000 residents per constituency and still get the same amount of NG-CDF which is an injustice when disbursing bursaries so what he meant is if that disparity isnt addressed then students should be made to school in their regions and thus develop their capacity in their regions. That was idea in the first place when the quota system was adopted but people became comfortable and now endlessly complain how central kenya gets more yet now with devolution all we see are new high rise apartments at Eastleigh at the expense of tax payers of those regions. People don't like change but it is change that make things better so KAGOMBE forge on! They will only appreciate you 20yrs from now. It is the difficult talk that need to be had no matter how unpopular it is.

      Stop yapping about things you know nothing about. NG-CDF is subject to govt audit like any other. If funds are misused them we should be hearing about people being arraigned in court for misusing public funds.
      The issue is that fir 40 years after independence, the govt dished out public funds in a skewed manner to favour done regions over others. So infrastructure, including educational infrastructure was intentionally developed unequally. Such skewed development cannot be corrected in a mere 15 or so years. Secondly and more importantly, the govt has a quota system to instill a sense of nationhood among the youth as they approach adulthood. Obviously this MP did not benefit from such a system and he can't widen his perspective to see things beyond his "village lens"!

      Expound on the basis of your support. Are you aware that the lop sided development in the country is due to a 40 or so years period after independence during which allocation of national resources was skewed to favour some regions and to work against others?
      Secondly are you aware that the same theory he is pushing forward need not be limited to NG-CDF. It could rightfully be extended to other sectors where regions/counties become closed to others!
      Thirdly, have you bothered to think of the very few things that holds this colonial construct called Kenya is the approach of giving students a national exposure during their formative years? There are alot of Kikuyu students learning in institutions in other parts of the country. Should they also pack up and go to their countries? And those doing business outside Kikuyuland? Should they also pack up and go back to their counties? When such thought as this MP is spreading start to germinate, he won't be able to control it. Kenya is held together by a mere thread. Setting into motion the process of cutting that thread is very easy.

      @georgeodhiambo598 Рік тому +2

      @@BALASTE But we are not living in the era before colonialists came along. We are not living in the 19th Century. This is 21st Century. If Kenyans can learn in Uganda, Tanzania, South Africa, UK, USA and some even on scholarship, why is some Kikuyu MP having a problem with a Pokot learning in Gatundu, why might a Luo have a problem with a Mkamba learning in a county in Luoland, why should a Masai have a problem with an Elmolo learning in Masailand? When and how do we hope to ever achieve nationhood when we have more problems with ourselves than we have with foreigners? And we are more comfortable in foreign lands than in an adjacent county to ours? If the threads holding Kenya together can no longer hold, then we must, of necessity, seek divorce (secession). But without that then we should be more rational than the kind of argument that this MP is putting forth. It is true Kenya doesn't have to be. It was a colonial construct. But while it is, then we ought to strive to make it work. Just like in a marriage. Steps towards a divorce make sense only after reaching a point of no return.

    This MP is very stupid. Kenya has a history of extreme favours being extended to some regions while other regions were starved of funds either because the president was not coming from their regions or because other regions held political views divergent from the president's political views. Kenya has a history. It didn't come into existence in 2013.

      @@pastorpeter4420 It is the issue at hand that I am addressing. That issue at hand cannot be looked at in isolation. It has a past, a current and a future. Issues don't exist in isolation. There is a reason why the Govt saw it fit to have a quota system to address other broader issues. Firstly is the historical biases that created the present. Secondly is the govts recognition that most Kenyans were becoming adults without ever leaving their villages, both psychologically and physically hence the need to integrate the youth in the hope that it might instill a sense of nationhood. What the MP is proposing is to mould the youth into a bunch of tribalistic villagers and nothing more.
      Lastly, this MP must be made aware that there are Kikuyus learning in institutions across the country in other counties where leaders have a broader perspective of nationhood. This MP has not grown mentally beyond his village. Talk of a monkey with a loaded AK-47!

    From the public statement, Mr GG sounded kinda racist but with answers from spice fm , his statement was logical only people with tribal thinking. Most governments allocate money by identifying people living in certain area regardless of race. Eg if you live kiambu but you come from another area you'll not be discriminated because you live there thus your taxes are paid there. In other words he's correct.

    What if we narrow it down to constituency level? Kangombe you got no public schools in your area of jurisdiction, so even the schools you think you have the bragging rights are not your area in the real sense. As a member of parliament, of which it's national, leaders should come up with laws that guarantee every citizen equal rights and opportunities from any location. When the courts gave the verdict that members of parliament should not play executive roles but oversight, legislate and represent, was based on, legislators not understanding their roles. Now MPs have been reduced to clerks for bursary allocation, your roles are more than that Kangombe.

And some of this school’s were not solely constructed by the locals themselves. Some where missionary’s agenda and again the parents in old days used to pay what was called building fee.

      But the cost of providing most services is dependant upon population and geagraphic area of the the population being served. High population density lowers the cost of providing infrastructural services. Whereas one km of road may reach hundreds of people in a densely populated area, the same km of road might serve just one person. The same principle applies to piped water and sewerage. Health services too. "One man, one vote, one shilling" is a defective policy.

    Let there be equal distribution of national funds to all parts of the country,, population is a good metric but shouldn't be the main primary metric,, we need the whole country to develop, by this you can cure the mentality of the whole country flooding to Nairobi etc because that's where the money or development is. Let people from these overcrowded places also move to the less crowded but developed places. The country is all ours belongs to all of us. The counties should be attractive prospects too where by people shift back,,, what MP Kangombe is saying has a touch of tribal bigotry in it sadly.

    The one man one shilling thing is extremely selfishness. Areas with high population are always related with higher income. That means there are more businesses, better infrastructure and more taxes for such a county too. That also means more people in the highly populates areas can afford to pay for goods and services. So, why would you compare such a people with those ones who wake up every day not knowing where to start the day to get something to fill their stomach and that of the family? In those areas they actually even need to be built, let alone schools and colleges, but also houses, social halls, toilets, markets, etc in addition to full fees for the few students who go to school and pass exams. If by taking their kids for aeroplane pilot courses they would improve so be it. All the same it is true that people in the hitherto marginalized areas, like Kenya itself, need to hold their leaders more accountable in how many is spent. Today most of the money goes to seminars benchmarking trips, travel and other associated expenses, medical health general insurance insurance for the county officers and staff, brand new fuel guzzler SUVs building of offices and houses for the governor and chief officers etc. In brief, a large chunk of money received is spent on direct consumption and/benefit of county officers than issues of long term benefit of the populace (which often require use of significant brain work).
