Series resistor is ntc not ptc. When switch on time ntc is high value capacitor is slowly charging.when heating ntc resistance comes down.the purpose of ntc is to reduce switch on surge current of capacitors. And protect rectifier also .

its the pulse width...(frequency is fixed) no change in frequency. pulse width does the output current rise or fall...as per current control settings
