I am surprised that so many comments below relate this stat with the total population of a country. Wrong. In fact, this stat reflects quite accurately the size of a country's industry power because civilian consumption of electricity is such a minor factor. FYI, China's industrial output already surpass that of US+Japan+Germany combined.

Now Russia is in the first place in terms of production, but not in terms of consumption. And Russia has imported and is importing electricity.
