Good question... I think unity is very well optimized and does not need a very strong pc for smaller projects. But I can not recommend one, sorry

Can someone help me with an issue please?
Unity keeps opening in the wrong version when I try to open 2018.4.20fi it opens 2019.4.13f1 instead and I don't know how to fix it.

Do you open it though the "Unity Hub"?
In installs there you can have many different Unity versions installed.
You can choose the unity version (if you have it installed) for each project individually (there is a little dropdown that let's you select the version you want to use next to the project).
Downgrading a program from 2019 to 2018 is another topic though and some effort

when I try to upload program there is message "Loading will not be performed because preconditions are not met
Restrictions for uploading to PG/PC"
