Akhal Tekes have sparse mane and tails, so they DO have manes, on the odd occasion, but most of the time you'll find they don't. You'll notice that most also have quite fine tails, not the thick, full tails you see on other breeds.

Most are born that way, though some indeed have it artificially cut (roached). It's a breed standard as well.
