Tue rubber bands around the rod butts are to secure the leader when they are making a run to set back up. The kite float gets reeled up to the tip of the rod. Once the hook is secured on a rod, double the line and pull the line under the rubber band that is secured to the rod butt. The tension of the rubber band will hold the leader in place when running so you are ready to go when the boat stops and no tangled mess
