Yes, they last longer particularly more than a week or until you pop-up balloons.

Yes,it is possible but balloons must helium quality & suitable for outdoor usage.
Too windy & on sunny days may not preferable.

If you blow the balloons with electric balloon pump, use balloon Sizer....It will take less than 10 mins for each cloud.
If it with hand balloon pump, approximately.....30 mins time
