Once you install parallel space or dual space as the case may be
Open it, create a second account for WhatsApp and give the necessary permissions
You can message the person who blocked you as long as you have access to his/her contact on your phone

2. Backup and restore the person's WhatsApp chat on your phone
Double check the cloud back up feature
WhatsApp - settings - chat - chat backup
3. Use AirDroid Parental Control - a WhatsApp monitoring app
Any of these will work, it is also useful for parents trying to monitor their kids
