It's the law up in canada, there's minimum safety equipment that has to be carried determined by length of boat. Paddles are on every length up to 30 ft I believe

On the first clip...here in Ontario (Canada) it's law that you keep a paddle (oar) in the boat among other things. Really, to me it's just common sense.

The waterline is the ideal measure of level. When he backs the boat down, it is level according to the waterline. You can't get more level than level.
