He is pure wind just like me, if you watch my videos currently my dodge is higher than his overall but the Wind Style: Evasion jutsu increases your dodge chance by a lot and it's only good when a character is full wind element, about speed is different , for example my talent is Eight Extremities based on taijutsu and wind talent so my speed of attacking is faster than normal people who are not full wind xD If you are full wind but you are not eight extremities talent you cant be faster than someone who is both full wind and 8x
